Essentially that is what the factories will be allowed to do & indeed Ducati has already confirmed that they are going to do. In the case of Yamaha they have already confirmed they will be supplying Forward with complete 2014 machines, Forward will however be running the spec ECU so will not be a "factory" team.
The only difference is that any team running these bikes will have to do so using the spec ECU as supplied sealed by DORNA and will not be allowed to produce their own software for it like the factory teams can. These teams can then take advantage
If however for example team X buys the 2013 GP13 Ducati and puts its own software on the ECU they will be classified as a team X factory status and will have to run the reduced fuel amount & lower engine units available.
