Racing used to be a competitive event and the "best" entrant one. Entrant being rider and machine. The job was to build a bike and put on it a rider capable of winning the event. Build a better bike and you don't need a better rider.
Pandering to the spectator's need for entertainment and personalities creates this falsehood that the purpose of the event is to determine the best rider. Controling entrants access to certain items and forcing them to use "control" items is done purely to create entertainment for spectators and has nothing to do with racing...
