Qualifiers are great for the show. I am not going to watch all qualifying. What I used to do was rush to a TV from whatever I was doing to watch only the last 15 minutes for the big qualifier surprise show... Now I am not going to bother, a waste of airtime.

Alternative plans could be to halt all development and simply race with what is available now, with the lowest possible budget, just to survive. No new parts, no work on the engine, slower pitstops because you use fewer people. No work on the 2010 car until it is clear that there is money again or that the decision will be made to race in 2010 with a full grid of Lola-Cosworth purchase cars. It may sound stupid, but if no measures are taken, there might not be a start to the 2009 season.
