I presume that the factories treat this as an investment in "advertising", while DORNA looks to maximize profits that are presumably (?) dominated ultimately by TV viewership. That is, I am just guessing, that the revenue from bums in seats at events is not a large contributor to DORNA's bottom line. That being said, I see no reason why having more bikes on the track under artificial conditions makes any difference to either the manufacturers' or DORNA's bottom lines. If you had 4 competitive, unrestricted bikes RACING (like this past weekend) for the biggest factories, and 6 competitive, unrestricted bikes RACING somewhere behind those 4 on a regular basis, viewership would thrive. If you then "forced" the factories to sell customer engines upon demand by (unrestricted) privateers, there may be a third group of competitive racers involved. Right now the CRTs are just plain irrelevant because of the artificial rules.
