This hasn't come as a huge surprise because his comments after testing the superbike were quite positive, especially how you could spin the rear up more. I think if Casey ever does decide to come back to professional racing that he's more likely to to chose superbike over GP. The reason I say this is that he's still good friends with Ben Spies & Ben spoke about the superbike paddock being a much friendlier place than the GP paddock (remember how well he got on with Haga and his kids). It'll probably never happen but it must be great to have the option to choose.

MotoGP » Ducati fired-up after leading final test

As stated before. All teams had the option to go open. Ducati decided to as they felt it would benefit them. Honda and Yamaha decided they wanted the engineering challenge of less fuel and using/ developing their own software and hardware. The extra class was only introduced by Dorna afterwards. The reason that Ducati's software isn't being used by the open teams is its complexity. The smaller teams don't have the resources to use it properly. It was offered.
