The type of changes Wolff talks about would favor the wealthy teams like Mercedes who can throw money and manpower at reliability and off-track testing such as dyno testing and endless comp. fluid dynamics (CFD, I think?)testing. This would just put the poorer teams further behind. Lets take away all the simulators, further limit aero testing and restrict the number of personnel on a team and also limit the number of people a team can use at race tracks and over the wall during pitstops. Then we'll see who supports meaningful cost controls.
