Continued... step all the engines from said manufacturer have that step, factory team and client alike. Additionally, the FIA should form a commitee of independent team owners to establish a cost cap on the engines. The commitee might even have a snappy name like the " Reality Group." Therefore engine development can continue and innovation prosper only at the manufacturers expense. After all isn't this the great benefit which draws manufacturers to F1?
