I don't think Ferrari will do that and even if they did try it I don't think Bernie would allow them to. So to cut a long story short Ferrari will have to supply RBR with engines whether they want to or not for the good of F1 but Merc got the choice to say no for the good of themselves. Merc is honoring their partnership with Renault. Its politics. Sunny has clarified in other post.
