The Grand Prix commission are responsible for the rule. the commission is made up of: Carmelo Ezpeleta (DORNA CEO) Claude Danis (FIM) Herve Poncheral (IRTA) Takanao Tsubouchi (MSMA) I don't have a link, it says so in my MotoGP official program from Donington this year
