It's not really even a rule per se, it's just that when the cars are lined up on the grid after a red flag they're essentially in the pitlane. And when you're in the pitlane, you can change tyres. And fix rear wings. So if they want to change this they'll have to come up with a whole extra book of rules on what you can and can't do during a red flag. Not worth the trouble.

It was not so much a gamble as a calculated risk. They knew after the first safety car that helped Button get a free stop the only way to win was to not stop anymore. I reckon Vettel could've kept Alonso behind him for those last 6 laps, he was fast at the few corners it counted and for the rest of the lap Alonso couldn't do anything. Button never even looked close to putting a move on Alonso. But people forget, Vettel did so many more laps on those tyres than anyone else, while still keeping enough pace to hold Alonso and Button off at the end. That's mighty impressive.

I watched the BBC coverage and am rather annoyed at their obvious bias towards Button and McLaren. I don't really mind it because well, they're obviously rooting for their countrymen. But it's making them so blind sometimes, how can they not see that the first SC actually helped Button? He made a stop, was 20 seconds back from Vettel but just gained all that back when the SC came out. He made a free pitstop, in essence. The only way for Vettel to win would be to make one pitstop less, which in the end he did. Button wasn't fast enough when he was on the supersofts, that's what cost him the race.
