Maybe, because it takes a lot of money to do what you propose. I'm just guessing.
With the type of profits/revenue F1 is said to making annually I'm sure the resources exist for such an undertaking. Anyhow the point is you can't say you want something yet not do anything about it. In case of F1(and MotoGP) if its are serious about becoming a mainstream sporting brand here in the states and it must be prepared to expend the needed resources.
