Before granting teams entry, FIA must ask for proof of funds. Any new f1 team would need to spend around €100m for three years before challenging for point places, thats the reality. If potential constructors don't have €300m to spend, then they should not be in f1. So I would suggest that there's a need for a minimum budget insted of a budget cap.

I reckon Max Mosley is also to be blamed for this fiasco. His promise of £40m teams certainly misguided a lot of potential constructors about the affordability of f1 racing. Remember that Hrt, Caterham and Marussia all entered f1 in 2010 believing in Mosley's words, only to find out that you need a lot more money even to be inside the 107% cutoff mark. These 2010 teams never had enough money to survive in f1 and now all of them are out, which is not really surprising.

The question is wheather cancelling the race will improve anything. The answer is no. The bahrain situation is not really about human rights, its about sia sunni conflict. Islam has been a violent religion right from the muhammad era. Cancelling an f1 race aint gonna change that. Labour party is just tring to create a buzz as the left wing parties are loosing ground all over the world, recently they lost significant ground in india,uk and spain. Labour party are not really vocal about human rights violation in china are they?
