Big teams, Ferrari being just one, have always had the luxury of throwing a ton of money (engineering, and in the case of Ferrari - tons of laps on their own test tracks) at a problem until they got it right, outspending most of their competitors until they had one of the best developed cars on the grid. The testing part of that is no longer a luxury they can take advantage of - and obviously there will be some growing pains. Some teams will adapt to some challenges faster than others, and thats one reason there's ups and downs.
