Sykes shouldn't have had much dialing in to do considering he's been riding the bike since 2010. As soon as Rea jumped on the Kawasaki he was faster than his teammate, and even when Sykes got up to speed he couldn't match the consistency of Rea.
If you followed the series you would know that Kawasaki have made major changes to the zx10 for this year, changes that took Sykes time to come to terms with after as you rightly say riding the bike since 2010, so It's no surprise he struggled to gel with the new package early on. It's a totally different bike and needs a different setup and riding style, Sykes has said as much.

Why? there would be a sensor strip permanently fixed to the track (maybe following the inside edge of the curb) and a sensor fixed in a set position on the front wheels of all cars, easy to do and the same for all. Cross the strip and you instantly get penalized with reduced throttle/power/speed, no need for any steward intervention. The same could also be easily done with lasers, to measure how much curb each car takes through any given turn on any track. It's really not hard to do.
