I understand the idea behind the rule was to prevent cup drivers from going down to the lower series and winning the series.

It makes no sense for NASCAR to prevent a lower series driver that is not planning to run a full Cup season from getting points. Who is getting protected?

I get this, but it very odd to look at the champ. table and see Carl leading.

Also how can u have the Camping World Truck series held in 1 country lol no other world championship does that, only in America :)

just to say that the Truck series is sponsored by a company called 'camping world' so its not actually saying its a 'world truck series'.

But i agree with things World series in baseball and the like, only America...

According to Wikipedia, such story is not correct. It is only an urban legend. The New York city paper "The World" never sponsored the World Series.
