Regarding FIA standards:

Last year Felipe Massa was nearly killed by a part that fell off the car in front of him.

His car (and the car in front of him) both had FIA stickers on them.

Clearly the FIA sticker is not a guarantee of a safe racecar.

The FIA has a competing race series with Indycar (more in the past than now, but still competing for the same audience). Indycar does not want the FIA to be involved in sanctioning a competing race series. This is common sense.
