The Panigale is not going to do any better then the 1198 as the regulation will be the same, thus added weight and restrictors.
1000cc or not, it is obvious that the Duacti riders are riding very hard in order to compensate for low top speed. The Ducati can't even follow the BMW/ Kawa/ Aprilia when they are right back them on the straits.
I think 1000cc limit will kill any attempts of running any other engine then a 4 syl. Quite boring from an engineering point of view. If there shell be a 1000cc limit the twins should be allowed to be a least 20kg lighter. Something like
4 syl. 160kg
3 syl. 150kg
2 syl. 140kg.
Engine limit 1000cc, no restrictors etc.
Right now the Ducati have more torque less HP less top speed, more weight.....
