Why is that? They are all racing series, and ALL are controlled by Dorna now.

The job of the ruling body should be to manage the series to foster close competitive racing. The rules are a mechanism to do this. So if they apply different strategies to similar problems when they would work equally well, it is perfectly reasonable to question WHY.

Its the motivation and justification of the manipulation of the rules that WILL be the issue to consider IMO.
