Max Biaggi will not progress to Superpole for the first time since the current knockout-format was introduced after failing to improve his lap time during Q2 at Portimao.
The Italian, who is returning to WSBK action this weekend having skipped three rounds due to a foot injury, gave flashes of his best form with a run to fifth place in Q1, but tumbled down the order as he failed to improve in the better conditions of Q2.
Biaggi, who completed 44 laps between the two sessions, looked in danger in the final minutes as he slipped to 16th place and was in the pit-lane when countryman and WSBK debutant Davide Giugliano lifted himself out of the drop zone to go fifth best. As a consequence, Biaggi will start the two races in Portugal from 17th place.
Also failing to progress beyond Q2 will be Troy Corser on the BMW, Castrol Honda's Karl Muggeridge, BMW Italia's Javier Fores, Yoshimura Suzuki's Josh Waters and Pedercini Kawasak's Santiago Barragan.
Up at the top, Jonathan Rea set the fastest time of the weekend thus far with a 1min 42.569secs, two tenths up on Carlos Checa, while Marco Melandri, Leon Haslam and Giugliano completed the top five.
