The problem is, Superstock is not exactly an even playing field. Take the Suzuki for example, it would be nowhere if it wasn't possible to tune the engine for more performance. The same applies for the Honda.
You would have BMW winning for 2+ years straight, than maybe a Ducati, Aprilia, Kawa, but there would probably be only one true contender each year.
So i think it's necessary to allow tuning, so manufacturers with an outdated street bike are able to compete.
