Everything is relative in racing- a bike is only 'slow' when compared to the competition. If Carlos got back on the 1198 he'd finish no further up the pecking order as the BMW's and Aprilias (and the ZX10 in the hands of Sykes) are that much faster than they were in 2010/2011.
People talk about the 2007 800cc GP bike with its trellis frame and how much better it was. Really? Na, it was just more competitive for its time but outright slower than the later 800's and certainly the 1000 (also with the control Bridgestones, remember).
It looked to me that the WSBK is struggling with power delivery, making shapes and pumping the rear. If you watch the STK racing the Duc is always out of shape and needs refining. Carlos doesn't ride like that....
